Memberships are given out on the basis of a membership year, and <br />that is clearly defined in the deed restrictions. <br />Attorney Brandenburg felt the only area of interpretation <br />here is how do you phase in a development like this, and how do <br />you get a club going to begin with. In order to do that most <br />clubs around the country offer membership to non-residents during <br />the period of time that the club facilities are built but the <br />actual units are not sold out. So, as more units are sold and <br />more people buy into equity memberships, the annual memberships <br />eventually fade off when all the units are sold. This gives the <br />ability to offer services to the existing residents and it <br />provides an opportunity for the residents of the community to <br />enjoy the club activities before the phase-in period. That is <br />the basis for the request today, and they feel it is in keeping <br />with the Board's initial approval. Attorney Brandenburg <br />emphasized that his clients feel that the project needs this type <br />of an annual membership to be successful, and they respectfully <br />request the Board to consider it and allow them to proceed with <br />their plans. <br />Commissioner Scurlock felt that from the beginning this <br />Commission wanted this project to be successful because it is an <br />upscale community and would be a great economic benefit to this <br />area. He noted that this project has paid significant <br />transportation impact fees, which will help fund the cost of the <br />extension of Indian River Boulevard. In addition, a lot of what <br />happened in the $9.2 -million bond issue on the Gifford project is <br />really the result of Grand Harbor paying their water and sewer <br />impact fees up front. From that standpoint alone, he has a <br />receptive attitude to do what we can to try to help this project <br />continue to be successful. <br />Commissioner Eggert asked if there is a limit in mind as to <br />the number of non -owner memberships during the first few years, <br />and Commissioner Scurlock asked if it is true that the hotel <br />complex is now out of the plan. <br />�r <br />P.0Cl 17GAur i��JeB <br />11 <br />U U L 2 5 1989 <br />L <br />
