Commissioner Scurlock believed that in the long term we are <br />looking to phase this facility out and bring it onto the county, - <br />treatment facility, at which time the on-site facility would be <br />removed, and certainly from an aesthetic standpoint, that would <br />be an improvement. <br />John Schenck, 495 23rd Avenue, believed you would have to <br />know where the present facility is located, as you can't see it <br />from any improved property. <br />Director Pinto advised that there is a new development that <br />has built rather close to it, and over the last few months, we <br />have received numerous complaints about odors from the ponds and <br />some noise from the plant. We have determined that there are <br />certain things we will have to do to alleviate those problems <br />when we take it over. <br />Commissioner Scurlock asked if in Director Pinto's opinion, <br />the removal of the facility would be a positive rather than a <br />negative, and he replied absolutely. <br />The Chairman asked if anyone present wished to be heard. <br />Mr. Schenck, 495 23rd Avenue, resident of Laurelwood for 10 <br />years, stated that the letter sent to the residents was obtuse <br />and unclear, and he believed most people in Laurelwood don't know <br />exactly what they will be paying and over what period of time or <br />how much would be special assessments and how much would be sewer <br />charges. <br />Commissioner Scurlock noted that, as he understood it, the <br />proposal is to bring Laurelwood on the county rate structure, and <br />he did not believe there would be any impact fees assessed to <br />come under the county system. <br />Director Pinto confirmed that it would be handled exactly <br />the same as the neighboring Treasure Coast and Ixora systems <br />were; it will be coming on to the system under the county rate <br />structure and there are no assessments involved; no impact fees. <br />Mr. Schenck believed there is a fee to the developer, and <br />Commissioner Scurlock believed the question is what the residents <br />AUG 1 `1989 <br />F- <br />31 PuoK <br />
