Decker, Jr.', �► REFERENCES: <br />Executive Director <br />Indian River County Housing Authority <br />The Indian River County Housing Authority respectfully requests a <br />Public Hearing by the Board of County Commissioners for approval of a <br />site for the development of residential multifamily housing for low and <br />moderate -income families. <br />Florida Statutes 79-481, House Bill No. 854 requires the Housing <br />Authority to receive the approval of the County Commission, or the gov- <br />erning body which has jurisdiction, for a site of a proposed project. <br />This site approval is independent of zoning and other regulatory approvals. <br />In accord with the statute, Notice was published in the Vero Beach <br />Press -Journal on July 24th, 1989. Consistent with the requirements, we <br />have notified all owners within 300 feet of the site and posted a Notice <br />.on the site. - <br />. :.";`TV The Housing Authority has prepared an Application to the Housing <br />'Assistance Council, Inc. for a loan of funds to acquire 16.10 acres in <br />.=•:Gifford north of 41st Street, south of 45th Street on 38th Avenue (location i <br />map attached). The Housing Authority has optioned a parcel owned by <br />Jackson Brothers Grove, Inc. for $217,350.00. We have received a loan <br />.approval on November 30, 1988, pending a loan obligation from the Farmers <br />Home Administration. <br />The objective is to acquire the land and develop 100 townhouse rental <br />units for low and moderate -income families. The complex, like Victory Park, <br />will be owned and managed by the Housing Authority. <br />The cost of the land and the availability of water and sewer makes it <br />feasible to meet the standards set by the Farmers Home Administration's <br />Section 514 Loan and 516 Grant Farm Labor and 515 Mortgage Interest Subsidy <br />Programs. The conditions do not exist at this time in many other areas of <br />the County. The fund to acquire the land, plan and design a multifamily <br />building site will be made available by the Housing Assistance Council,Inc. <br />We request approval of this site for purchase by the Indian River <br />County Housing Authority to develop residential multifamily housing for <br />low and moderate -income families on the following described 16.10 acres <br />in Gifford north of 41st Street, south of 45th Street on 38th Avenue in <br />Indian River County, Florida, to wit: <br />Tract 1: A parcel of land situate in the southeast quarter of the <br />northwest quarter of Section 27, Township 32 south, Range 39 east, Indian <br />River County, Florida, being more particularly described as follows: <br />Commence at the southwest corner of the said southeast quarter of the <br />northwest quarter; thence north, along the west line of the said south- <br />east quarter of the northwest quarter, a distance of 468.00 feet to the <br />point of beginning and the northwest corner of land as described in Deed <br />Book 90 at page 331 of the Public Records of Indian River County, Florida; <br />thence continue north, along the said west line, a distance of 861.68 feet <br />to the northwest corner of the said southeast quarter of the northwest <br />quarter; thence east, along the north line of the said southeast quarter <br />of the northwest quarter, a distance of 600.59 feet to the west right-of- <br />way line of 38th Avenue(100'R/W); thence south, along the said right-of- <br />way line, a distance of 822.41 feet to the northeast corner of land as <br />33 <br />AUG I i <br />
