"SONNY" DEAN, DIRECTOR <br />A, <br />DEPARTMENT OF GENERAL SERV S <br />SUBJECT: SALE OF INDIAN RIVER COUNTY OKNED PROPERTY <br />f. <br />BACKGROUND: <br />-The Children's Home Society of Florida, a tax exempt entity that <br />offers shelter and counseling for run -away children, has made an <br />official request to purchase a parcel of land owned by Indian River <br />..County. The "pie shaped" property is located on the north side of <br />Oslo Road and parallels the west bank of Lateral "J" canal. There <br />• are approximately 3.5 acres in the parcel with a 15' utility easement <br />along the entire east boundary. <br />This parcel is part of the Utility Department's property and is in <br />surplus. Terry Pinto, Director of Utilities has requested that we <br />'dispose of the land due to the location and liability to the County. <br />4 Florida State Statue 125.38 authorizes the sale of surplus property <br />1;:.to a non-profit organization based on an application, at a private <br />.,sale for a price whether nominal or otherwise as the Board of County <br />,.Commissioners may fix, regardless of the actual value of such <br />property. The law also requires a Board resolution stipulating the <br />:fact of an application for purchase of the land, purpose for which <br />`such property is to be used, and selling price. <br />ANALYSIS: <br />Don Finney in the Engineering Department was requested to provide <br />what he felt was a fair market price for the subject property, based <br />on his experience in the purchase of property for the County. He <br />advised that the shape, location, utility easement, and lack of <br />property sales in that area made it very difficult to place a price <br />on the parcel. A local realtor was contacted to ascertain a <br />suggested price and for the same reasons stated by Don, he felt that <br />$25,000 was a fair price. Don Finney was in agreement with the <br />realtor. <br />r <br />•RECOMMENDATIONS: <br />Based on the above information, staff recommends that the Board offer <br />the property to the Children's Society of Florida as is for $25,000, <br />instruct the County Attorney to prepare the proper paperwork, and <br />authorize the Chairman to execute the documents for sale. <br />37 <br />AUG 15, I.S1189 B(1GKr. �•J►c� <br />
