wastewater plant for Treasure Coast Utilities, and it actually is <br />considered a liability because we are spending several thousand <br />dollars a year just to keep it cut down. <br />Question arose as to where the money realized from the <br />property would go. It was believed it would go into the Utility <br />Enterprise Fund rather than the General Fund, and Commissioner <br />Bird asked if the Utility Department takes title to the property <br />in that fund. <br />Attorney Vitunac advised that the property is always in the <br />name of the county, but it can be held for the trust of the <br />Utilities Department. It depends on where it came from and whose <br />money bought it. <br />Director Pinto advised that the Utility fund paid 1/4 <br />million for that whole Ixora/Treasure Coast utility system. <br />Director Dean explained that due to the location and shape <br />of the property and the lack of sales in the area for comparison, <br />we did not get an appraisal but just requested a fair market <br />price from our R/W Agent and also a local realtor. <br />Commissioner Scurlock asked about the zoning, and Chief <br />Planner Boling advised that the main part of it going back 600' <br />from Oslo Road is Limited Commercial, which would allow a resi- <br />dential treatment center as a Special Exception. <br />Commissioner Scurlock did not believe we can make a sale <br />contingent upon zoning approval, and Attorney Vitunac agreed, but <br />noted that we can make a contract. They can apply for the <br />zoning, and if they get it, then the sale will go through. <br />Commissioner Bird felt we should have reverter clauses in <br />case the site isn't used for the set purpose in a certain period <br />of time. Also, because it is Limited Commercial, he felt $25,000 <br />might be a low figure.
