� <br />U G 2 2 1989 Boos �/ F,�r,�6,5-1 <br />facility back to the Society after its acquisition and have them <br />be forever responsible for its restoration, maintenance and <br />operation, and hopefully it will never fall back on the County's <br />shoulders. <br />Mr. Fletcher reported that since their inception, the <br />Society has collected approximately $45,000and currently has <br />$14,000 remaining to expend. That is where they are <br />economically. <br />Commissioner Scurlock asked if the appraisals reflected the <br />value in utility capacities reserved for those properties, and <br />Administrator Chandler explained that both appraisals included <br />figures based on what the determination was on whether there had <br />been a commitment on that capacity. The appraisers indicated <br />that their final figures would be lower, if, in fact, the utility <br />capacity commitment had not been made. <br />Commissioner Scurlock recalled that when we negotiated the <br />purchase of those facilities, we made a commitment that we would <br />serve that property, and, in fact, had that capacity available. <br />You can go back on the record and find out the square footage and <br />densities that were proposed in those presentations to the <br />Commission, and see that those capacities were available. You <br />can associate that back to the equivalent residential <br />requirements and come up with a value, which he understood is <br />somewhere around $400,000. Since there is'a difference between <br />the general fund and the utilities enterprise fund, and if there <br />is a value there, and if it is released back to Utilities, he <br />would hope that an appropriate compensation takes place. <br />Commissioner Bird was concerned about access to the 15 acres <br />via U.S. #1, and hoped that is our intention because he didn't <br />want to get into that battle again about sharing the entrance <br />road of Vista Gardens and crossing their entrance road from <br />Indian River Boulevard. He hoped that we have got the legal <br />ability to create an entranceway and the proper turning lanes or <br />whatever we need to do on U.S. #1 to get into this project. The <br />other part of the purchase that concerned him is public access to <br />34 <br />
