This could be one vehicle for allowing someone <br />continuing in the agricultural business to get some beneficial <br />use of their land without having to have it converted to <br />residential, commercial, etc. <br />Mrs. Offutt wished to point out that a property owner who <br />applies for redesignation of agriculture to something else loses <br />his "Greenbelt" exemption just by asking for it. <br />Commissioner Bowman stated that it bothers her to see the <br />agricultural land converted because Indian River County is known <br />to be some of the best in the world. <br />Commissioner Bird believed the record will show that agri- <br />cultural lands in the county are on the increase and that we have <br />more in production now then we did some years ago. <br />OBJECTIVE 7 PROTECTION OF NATURAL RESOURCES <br />Indian River County will have a land use pattern which comple- <br />ments the natural features of the land including soils and <br />topography, and ensures the protection of natural features, <br />resources and systems. <br />Jeannette Lier referred to Policy 7.3. She noted that when <br />the U.S. Department of Interior was trying to decide if North <br />Orchid Island was developed or undeveloped, they considered <br />citrus as development, and she wanted to know if in the county <br />policy, citrus is considered development. <br />Director Keating stated that it is not and felt that is a <br />good point. <br />Mrs. Offutt had questions about the environmental survey <br />that is required under POLICY 7.3 - what is required in that <br />survey, the cost associated with it, and whether once it is done, <br />the county will maintain that survey for use by others. <br />Director Keating confirmed that it will be maintained and <br />will be on the record and available to the public just like <br />traffic impact analyses. <br />14 <br />
