r � r <br />SANITARY SEWER SUB -ELEMENT <br />Goal <br />It is the goal of Indian River County to have an efficient system <br />of sanitary sewer disposal to prevent degradation of existing <br />resources, promote orderly growth within the county service area, <br />and to meet existing and projected demands. <br />OBJECTIVE 1 SERVICE CONCURRENT WITH DEVELOPMENT <br />By 1991, the county will have adopted land development <br />regulations requiring sanitary sewer service to be provided <br />concurrent with development. <br />OBJECTIVE 2 CORRECTION OF DEFICIENCIES <br />By 1995, 400 of the existing residential units and 600 of the <br />existing non-residential units within the 1995 wastewater service <br />area shown in Figure 3.A.9 of the sub -element will be connected <br />to a regional sanitary sewer system. <br />Commissioner Bird referred back to OBJECTIVE 1 and wanted an <br />explanation as to the year 1991 and also how this relates to <br />existing subdivisions presently on septic tanks. <br />Director Keating explained that there is a difference <br />between objectives and policies. Objectives are what you are <br />trying to get to; policies are what you have to enforce. The <br />first objective is just to have regulations in place, and they <br />will be based on the connection matrix. We will work closely <br />with Utilities on that. Basically what this objective says is <br />that those will be incorporated within ordinances in that time. <br />Discussion ensued regarding the Water & Wastewater <br />Connection Matrix on Page 71.1, which is as follows: <br />AUG3 1989 27 <br />
