Director Keating further clarified that when a subdivision <br />is within a urban service area and within 1/4 mile of a system, <br />it has to connect. If it is outside 1/4 mile and has more than <br />25 units, it has to connect. If it has less than 25 units, it <br />has to put in dry lines. <br />Commissioner Scurlock believed almost everything will be <br />within 1/4 of a mile, and Planner Rohani noted that this will <br />encourage in -fill. <br />Commissioner Bird asked how long it will be before we have <br />county sewer available where we have water available. He be- <br />lieved most residential developments are going in along the <br />corridors, and he wished to know how many years it will be before <br />we have wastewater service along Kings Highway to Route 60. <br />Commissioner Scurlock advised that it is almost available <br />now and could happen very quickly. The water and sewer situation <br />is very dynamic; when the main trunks are in, it is just a matter <br />of running laterals. <br />Commissioner Bowman entered the meeting at 1:15 o'clock P.M. <br />Commissioner Scurlock noted that the issue of mandatory con- <br />nection versus voluntary is a large issue. <br />Commissioner Bird hoped by doing this, we are not precluding <br />the possibility of the developing of some small very attractive <br />single family subdivisions. <br />It was noted that the Planning Department's goal is to <br />concentrate development in areas where it is feasible. <br />Commissioner Scurlock reviewed the present plants and areas <br />of service and the projected plants that are to service the north <br />county, the mid county, and another in the south county area.
