AUG 2 S 1989 <br />BOOK 1.6 PAGE 75s <br />OBJECTIVE 3 POTABLE WATER AND GROUNDWATER QUALITY <br />By 1992, the county as part of the permitting process, will have <br />a set of adopted requirement governing the use of potable water <br />and groundwater, to ensure the compliance with federal and state <br />laws and regulation. - NO COMMENT <br />OBJECTIVE 4 WATER CONSERVATION <br />By 1995, the county will have a program in place for reduction of <br />water use consistent with federal, state and regional policy plan <br />goals and regulations. - NO COMMENT <br />OBJECTIVE 5 CAPITAL IMPROVEMENTS <br />by 1995, the county will have completed improvements to the <br />potable water facilities as outlined in Figure 3.13.6 of the <br />potable water sub -element. - NO COMMENT <br />OBJECTIVE 6 PRIVATELY OWNED PUBLIC PLANTS AND PRIVATE WELLS <br />By 1992, the county will have a set of mandatory requirements for <br />inspections, operation and maintenance of on-site water treatment <br />systems, in order to maximize the use of existing county <br />facilities and discourage urban sprawl. <br />Commissioner Bird asked if by on-site water treatment system <br />we are talking about a home purification unit on a shallow well <br />on a single family residence, and Planner Rohani stated we are <br />not. It is a franchise plant that is providing water to a <br />subdivison or a PRD. <br />Commissioner Bird believed on the one hand we are saying <br />that if you have a septic tank at your home, you have to have it <br />inspected on some periodic basis, but if you have a shallow well <br />at the same home and a water treatment system on the shallow <br />well, you don't have to have it inspected. Is that right? <br />Commissioner Scurlock felt that is because the wastewater <br />may be polluting the water supply. <br />Chairman Wheeler believed Commissioner Bird has an <br />interesting point, and agreed it should be made very clear that <br />this is talking about systems serving subdivisions, shopping <br />plazas, etc. He did not feel that is clear. <br />34 <br />
