SEP 5 1989 `7 <br />BOOK l FtiGE <br />rightly so, that the North County fire companies needed some more <br />supervision. He felt that it might have been better and more <br />prudent for getting a single county fire department to have <br />allied it somehow with the South. District Chief, his staff and <br />fire department. <br />Mr. Richman continued that his group felt the Board further <br />compounded the problem by creating the position of North County <br />Training Inspector and North County Fire Inspector where again <br />another line was drawn between the two areas in regard to the <br />fire service. They believe what could have been done was a <br />simple contractual arrangement with the South District to provide <br />those two positions and the money used to pay them directly could <br />have been into the South District, which they feel would have <br />helped start tying these things together. <br />Chairman Wheeler asked who it is that Mr. Richman is <br />representing, and Mr. Richman advised that it is just a small <br />group of citizens. <br />Chairman Wheeler asked if Mr. Richman had discussed these <br />concerns with the County Administrator or anyone in our staff <br />because he felt some of the comments he is making should be <br />referred to staff to look into and then bring back to the Board. <br />Mr. Richman felt that staff is too involved in some of this. <br />Chairman Wheeler pointed out that currently the Board <br />doesn't have any information other than Mr. Richman's very brief <br />request to discuss these matters on general, and he would like to <br />have Mr. Richman's comments and complaints staffed before the <br />Board discusses this. If we need to reevaluate some of our <br />positions, then we can address that when we have more <br />information. <br />Mr. Richman commented that he would just like to ask a <br />question then and wished to know if it is true that the Board is <br />going to assign 6 paid firefighters to the North County, and is <br />it also true that they intend to saddle them with 6 recruits. <br />18 <br />
