SEP 5 1989 <br />BUOK 77 F;�r816 <br />Mr. Richman continued to complain about having 6 recruits <br />assigned to them. <br />Chairman Wheeler felt Mr. Richman had legitimate questions, <br />but felt they should be addressed by staff and not necessarily by <br />the Board at this point. <br />Commissioner Bird commented that Mr. Richman keeps referring <br />to recruits, and he guessed by that Mr. Richman is talking about <br />inexperienced or minimal experienced firefighters. He explained <br />that when our bulletin refers to recruitments, it just means we <br />have a position open and does not necessarily mean you will get <br />someone with a lack of experience in that position. <br />It was agreed that Mr. Richman should meet with the County <br />Administrator. <br />DISCUSSION ON HEALTH INSURANCE <br />Administrator Chandler informed the Board that the health <br />insurance contract will be coming to them next week, but he is <br />bringing it up at this time because this does have some effect on <br />our budget. At the time staff submitted the proposed budget, the <br />increase for health insurance looked as if it would be in the <br />magnitude of 22%, but we continued to negotiate and the increase <br />now would be 15% as opposed to 22%, or an overall reduction in <br />the budget submitted in July of $138,000. He wanted Board to <br />have this information before the Budget Hearing tonight. <br />Commissioner Scurlock asked if the Administrator at this <br />point was making any recommendations in terms of whether or not <br />the employees should participate a.t a higher level in paying the <br />health insurance premiums. <br />Administrator Chandler noted that when we were anticipating <br />the 22% increase, he was looking very seriously at perhaps <br />increasing the $12.50 employee participation bi-weekly, but now <br />he feels that we do have it to a manageable level this year and <br />20 <br />
