HACKGROIIND <br />Legislation is pending in the House and Senate which would <br />enlarge significantly the role of the federal government in voter <br />registration. Both H.R. 2190 and S. 874 would preempt authority <br />of state and local government in the area of voter registration <br />and create a series of new and costly federal mandates. <br />There are four major provisions of both,the House and Senate <br />bills. _ <br />* DRIVER'S LICENSE APPLICATION REGISTRATION - All states <br />would have to establish a system to register individuals <br />to vote in connection with driver's license renewal and <br />application. Each registration completed would then have <br />to be processed by a local election agency, usually a <br />county election office. <br />* MAIL REGISTRATION - Counties in all states would be <br />required to accept voter registration by mail. <br />t AGENCY REGISTRATION - Locations would have to be <br />designated throughout every county in a variety of county <br />and private sector sites for the purpose of distributing <br />and processing voter registration applications. <br />* PURGE REQUIREMENTS - Federal standards would be set for ' <br />the conditions under which individuals can be removed or <br />"Purged" from county registration lists. <br />SAMPLE LETTER <br />Dear Senator/Representative: <br />I am writing to you in opposition to voter registration <br />legislation pending before the Senate/House. <br />H.R. 2190/S. 874 would impose a series of costly federal <br />mandates on my county in the area of voter registration. No one <br />is being denied the right to register and vote in xxxxx County. <br />We think we are doing.a good job in our county in registering -our <br />citizens to vote and we hope to do more. <br />As you know, the administration of voter registration has <br />traditionally been an area reserved for state and local <br />government. We believe it should remain so. We do not want <br />Congress to tell us exactly how to register more voters and at <br />the same time tell us that we will have to pay for this new <br />federal mandate.
