SEP 12 198 <br />BoorF� 7 Pti �E <br />Administrator Chandler continued that, in addition, we are <br />looking at the state mandated recycling_program; we are expanding <br />our park system and are beginning the phased development of the <br />80 acres we acquired for a park in the South County; and there is <br />also the salary contingency for proposed salary adjustment. That <br />is the total budget in a nutshell. <br />Commissioner Scurlock felt one thing that comes through with <br />more and more.clarity in regard to the increase in the General <br />Fund relates to drugs and their impact on the community. This is <br />reflected by the fact that the budget for public safety amounts <br />to 17 million. This is more than half of our General Fund <br />budget, and of that, 14 million is the Sheriff's budget and the <br />remainder is ALS, paramedics, etc. <br />_ Chairman Wheeler opened the public hearing on the General <br />Fund. <br />Administrator Chandler announced that the proposed budget <br />for the General Fund is $35,012.049, an increase of 5.3 million <br />over the current year budget of $29,668,133. The proposed <br />millage is 5.1844, which is an increase of 9% over the rolled <br />back millage. The total increase within the General Fund budget <br />is 5.3 million, and of that, the two largest concentrations are <br />first in the Sheriff's budget, which has an increase of 2.3 <br />million, and secondly our ALS service. This current year we will <br />assume full responsibility for funding that whole operation. We <br />still have the revenue generated from the insurance fees, but <br />that amounts to only about $550,000 per year whereas the total <br />expense for that operation is 1.9 million. In other words, we <br />a' <br />need to fund through the General Fund 1.4 million that was not <br />required in the current fiscal year. The Administrator again <br />referred to the expansion of the park system, in particular the <br />acquisition of the acreage for the South County Park, and <br />$561,000 for salary contingency. <br />Commissioner Scurlock believed our reserve for the salary <br />increase is in the 5% range, and this was confirmed. <br />8 <br />
