PINTO <br />DIRECTOR OF UTILITY SERVICES <br />SUBJECT: AGREEMENT BETWEEN INDIAN RIVER COUNTY AND <br />CWS LAKEWOOD VILLAGE ASSOCIATES LTD., FOR <br />WASTEWATER SERVICE <br />PREPARED AND STAFFED BY: HARRY E. ASHER L14A <br />ASSISTANT DIRECTOR OF UTILITY SERVICES <br />BACKGROUND <br />Lakewood Village Utilities currently serves approximately 375 <br />customers with water and wastewater service within the 'Lakewood <br />Village Mobile Home Park. Lakewood Village Utilities has <br />experienced various problems with their wastewater treatment <br />facilities. As a result of these problems, Lakewood Village <br />Utilities approached Indian River County Department of Utility <br />Services concerning the possibility of Indian River County providing <br />wastewater service to Lakewood Village Mobile Home Park. <br />ANALYSIS <br />The County's policy has been to acquire and/or connect such, <br />privately held utilities and to expand its regional and subregional . <br />wastewater -facilities. Service to this system will assist us in <br />.implementing this policy, in addition to expanding the customer base <br />of the County's wastewater system. <br />Lakewood plans to connect to the Heron Cay Lift Station and, under <br />the Agreement, Indian River County will provide funding for a <br />.portion of the project, not to exceed $6,000.00, which is the amount <br />the County would have spent to relocate a force main to the existing <br />Heron Cay Lift Station. Funding for this project will be from <br />Account No. 472-000-169-071.00. <br />Wastewater services to the Lakewood Village Mobile Home Park can be <br />provided without any significant effect on the operating costs of <br />the County facilities, and with no effect on the rates and charges <br />-of the existing County customers. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached agreement for <br />wastewater service and authorize the Chairman to sign the Agreement. <br />Director Pinto explained that these negotiations were <br />patterned after the other mobile home parks in the vicinity that <br />we have connected to our system. The impact fees will be paid to <br />the county. As each mobile home that is presently there changes <br />hands legally, the park owner will be responsible for paying the <br />impact fees to the county.
