BOOK S NAGF <br />Library by sending this Bill up to Tallahassee and getting it <br />approved. <br />Attorney Vitunac felt in a sense attorneys pay because they <br />pay filing fees every time they file a case. It is a user charge <br />- the people who use the court system pay for the Law Library. <br />Commissioner Eggert believed it actually is the attorney's <br />clients who pay. <br />Attorney Vitunac pointed out that everyone has access to the <br />Law Library, not just attorneys, and Commissioner Eggert con- <br />firmed that the public represents about 600 of the use of the Law <br />Library and the Court about 400. That is why we felt it was an <br />equitable balance for us to take over the Law Librarian's salary, <br />and this is just raising the fees to keep up with the cost of <br />books, etc. They have turned the Law Library over to us; all the <br />funds are coming into us; and we think we can get books, etc., at <br />a lower price than they seem to have been doing. <br />Chairman Wheeler was just not sure this is an equitable or <br />fair way to raise the income for the Law Library. <br />Attorney Vitunac stated that there is no other legal way to <br />make attorneys pay for the Law Library. <br />Chairman Wheeler believed the attorneys get the most use out <br />of it, and it was reiterated that 600 of the use is by the public <br />for Small Claims Court, etc., and Attorney Vitunac further <br />pointed out that actually the big attorneys have their own law <br />libraries and don't u'se this at all. It serves the small firms <br />and the public, and it also serves the Judges. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously (3-0) adopted <br />Ordinance 89-26 amending Sec. 14-2 of the Law Library <br />Ordinance to provide for additional court costs assessed <br />by the Clerk of the Circuit Court. <br />19 <br />
