ASHER <br />'- ASSISTANT DIRECT6eF4LITY SERVICES <br />SUBJECT: ACQUISITION OF SEA OAKS UTILITIES, INC. <br />BACKGROUND <br />The Sea Oaks Utilities, Inc., currently serves approximately three <br />hundred and eighty-five customers with an additional 1,043 reserved <br />connections. The connected customers are as -follows: <br />Sea Oaks Development: 313 connections <br />Moon River Development: 72 connections <br />Total 385 connections <br />The Wastewater Treatment Plant is a 500,000 GPD extended aeration <br />plant, permitted for 210,000 GPD. The mechanical equipment is sized <br />:for 500,000 GPD., ;To permit the plant fro its present 210,000 GPD <br />capacity to 500,000 -GPD requires the installation of additional <br />storage capacity and a third transfer pump. <br />The Utility wishes to sell the system and, as a result, the County <br />,has been negotiating its purchase. The negotiated price at this <br />time is $1,596,831.40. <br />ANALYSIS <br />The County's policy has been to acquire such privately held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Acquisition of this system will assist the <br />County in implementing this policy. <br />Acquisition costs are to.be financed through the Impact Fee Fund and <br />repaid through a surcharge of $13.00 per customer per month. Based <br />upon an average usage of 3,000 gallons per month per customer paying <br />current Indian River County rates, plus the estimated surcharge of <br />$13.00 per customer per month, the customer would realize an <br />estimated increase of $5.51 per month. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the proposed purchase <br />agreement based upon the outcome of the Public Hearing. <br />Director Pinto noted Sea Oaks Utilities, Inc., consists of a <br />wastewater treatment plant that services the Sea Oaks development <br />and presently the neighboring Moon River development.
