MASCOLA, CPO MANAGER <br />DIVISION OF PURCHASING <br />SUBJECT: PETROLEUM PRODUCTS; INDIAN RIVER COUNTY BID NUMBER 90-1 <br />AND INDIAN RIVER COUNTY SCHOOL BOARD BID NUMBER 89-43 <br />BACKGROUND: <br />The current bid for Petroleum Products (IRC Bid 89-33) with -Belcher <br />Oil: Company will expire on October 1, 1989. The Indian River County <br />School Board's current contract (IRCSB Bid 89-43) with Belcher Oil <br />Company.will expire on April 30, 1990. <br />ANALYSIS: <br />The two entities have negotiated with Belcher Oil to enter: into a <br />joint agreement whereby we will be part of the School Board's <br />contract until it expires, at a lower "add-on" price per gallon and <br />both entities will purchase diesel fuel at the present contract price <br />with the County which is lower than what the School Board is <br />presently buying (see attached sheet). Belcher has also agreed to <br />furnish Indian River County the O.P.I.S. (Oil Pricing Information <br />Sheet) at no cost which is a savings of $445.00 per year. In <br />addition, Belcher has agreed to "top off" our two (2) 1,000 gallon <br />gasoline tanks located at the landfill when delivering fuel to the <br />Fleet Management location, thus eliminating the separate higher <br />priced contract with Mac Millan Oil Company. <br />FUNDING: <br />All purchases will be made on an as needed basis by the individual <br />departments using funds allocated in their respective budgets. <br />RECOMMENDATIONS: <br />Staff recommends Board approval for an Open End Contract with Belcher <br />Oil Company, to include Indian River County with the School Board, <br />that will expire May 31, 1990. It is also requested that <br />authorization be given for Indian River County to enter into a Co -Op <br />bid for petroleum products with St. Lucie County School Board, Indian <br />River County School Board, City of Port St. Lucie, Martin County <br />School Board, and Martin County School Board. Since Indian'River <br />County purchases in the excess of 500,000 gallons of fuel a year, the <br />results of this "Cartel" would be a tremendous savings to the County. <br />35 <br />
