'IEP 2 6 1969 <br />Chairman Wheeler wished to know where the program would be <br />located, and Commissioner Eggert advised that it will be within <br />the District, and her guess is that it most probably will be in <br />St. Lucie County. One of the providers the Council is looking at <br />is our own Indian River Community Mental Health Center and the <br />other group is the Alpha Health Group that is looking to lease <br />the Sloan property. Commissioner Eggert informed the Board that <br />the counties, in conjunction with Indian River Mental Health, <br />have decided not to buy the Sloan property because there are too <br />many problems involved with that on a four county basis. She <br />further pointed out that this money coming in would take care of <br />part of our pregnant women problem and thereby free up more funds <br />for substance abuse. <br />Commissioner Bowman asked if this program has both residen- <br />tial and day care and if we will be guaranteed a certain number <br />of beds, and Commissioner Eggert clarified that it is a trail <br />from -residential to half -way house to out-patient follow up, and <br />we would be guaranteed a proportionate share of the beds. <br />In further discussion, it'was noted that the matching funds <br />would have to come from General Fund Contingency, and OMB <br />Director Baird advised that it would be in the 89/90 fiscal year. <br />MOTION was made by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, to approve the expenditure of <br />$24,526 from General Fund Contingency to provide <br />matching funds for Substance Abuse Services for <br />Pregnant Women. <br />Chairman Wheeler asked if there is anything to show how <br />successful this program has been in other areas and give us an <br />idea of what kind of value we will receive back from our funds. <br />Commissioner Eggert believed the most successful program has <br />been with the three steps that include the half -way house and <br />follow up, but she could not present figures on it. <br />45 <br />
