"Sonny" Dean, Director <br />Department of Genera' Se�tvi s <br />1. BACKGROUND: <br />The Subject Bid for Trencher/Backhoe was properly advertised <br />and Six (6) Invitations to bid were sent out. On Aug. 23, 1989, <br />bids were received. Three (3) vendors submitted proposals for <br />the commodity. <br />2. ANALYSIS: <br />Staff has reviewed the submittal to ascertain adherence to <br />specifications. Vemreer Southeast was, the low responsive and <br />responsible bidder that met all requ eme ts. <br />3. FUNDING: <br />Monies for this project will care*frcm Utilities Budget Account. <br />4 RE00*2 DATION: <br />Staff reamnendp the Award of a Fixed Contract for $43,330.62 <br />to the low responsive & responsible bidder, Vermeer Southeast for <br />,Y the subject commodity. <br />DATE: AUGUST 25, 1989 <br />TO: DOMINICK MASCOLA <br />PURCHASING MANAGER <br />r:. • - ` <br />FROM: JOHN F. LA GLU <br />ENVIRONMENT SPECIAILIST <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: BID 89-82 <br />The bids submitted by Ditch Witch Trencher and Florida Trencher, <br />Inc., do not meet the specifications of the bid. The bid, as <br />submitted by Vermeer Southeast Sales and Service, does meet the <br />specifications as prepared by the Department of Utility Services. <br />The Ditch Witch unit is incapable of operating the Department' of <br />Utility Services' push-pull unit, as per item No. 2 of the <br />Performance Section. The unit's turning radius is greater than two <br />and one-half times that acceptable for work in standard easements. <br />The unit is missing desirable features such as skid plates and <br />bolt -on replaceable wear plates for the boom and grader blade; in <br />addition, the augers are not hydraulically controlled. , <br />The Case unit was never demonstrated for utilities personnel, <br />despite repeated calls.
