Proclamation - Mental Illness Awareness Week <br />P R O C L A M A T I O N <br />WHEREAS, mental illness is a problem of grave consequence to <br />the residents of this /county and is unnecessarily feared and <br />misunderstood; and <br />WHEREAS, fear and superstition have often unfairly burdened <br />all those who -are affected by mental illness,'thereby presenting <br />barriers, to early and effective treatment and delaying needed <br />research and support; and <br />WHEREAS, two million Floridians annually are affected by <br />diagnosable mental disorders, such as schizophrenia, <br />manic-depressive disorder, panic anxiety, and major depression <br />which involve significant disability with respect to employment, <br />attendance at school, or independent living; and <br />WHEREAS,* in any six-month period alcohol, drug abuse, and <br />mental disorders affect almost 19 percent of adult Floridians, <br />young and old, rich and poor, urban and rural alike; and <br />WHEREAS, in recent years there have been unprecedented <br />research developments that have brought new methods and <br />technology to the objective study of the brain and its <br />relationship to mental illness; and <br />WHEREAS,:".mental illness is increasingly a treatable <br />disability with excellent prospects for recovery when property <br />recognized; and <br />WHEREAS, persons affected by mental illness and their <br />families have beVn to join self-help groups in an effort to <br />combat the unfair stigma associated with these disabilities, to <br />support a greater investment in research, and to advocate for the <br />resources to.ptovide needed services; and <br />-•WHEREAS; appropriate treatment of mental illness has been <br />demonstrated to be cost-effective because it restores <br />productivity and reduces reliance on other serviceat and <br />WHEREAS, growth in scientific knowledge has generated new <br />opportunities for future research advances and for increased <br />public enlightenment and support: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS, Indian River County, Florida that the week of <br />October 1-7, 1.989 be observed as <br />`4 MENTAL ILLNESS AWARENESS WEER <br />"in Indian River County, and the Board urges all citizens of <br />Indian River County to give their support to mental illness <br />programs. <br />Adopted September 26, 1989 <br />5 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />i <br />Gary C. feeler, Chairman <br />
