IOC - <br />r <br />BOOK <br />Fi+GE <br />6`t--2 <br />DESCRIPTION AND CONDITIONS: <br />This is a request by Randall Flinchum to rezone property from <br />RS -3, Single -Family Residential District (up to 3 units/acre) to <br />A-1, Agricultural District (1 unit/5 acres). The property is <br />located on the south side of 21st Street S.W. (Tripson Trail), <br />approximately 850 feet east of 43rd Avenue. The applicant intends <br />to develop the property for citrus production. <br />On August 24, 1989, the Planning and Zoning Commission voted 5-0 <br />to recommend to the Board of County Commissioners the approval of <br />this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse, impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is vacant and currently zoned RS -3, <br />Single -Family Residential District (up to 3 units/acre). The <br />surrounding property, on all sides, is also zoned RS -3. <br />Agriculture is the predominate land use in the area; property to <br />the north, east and south is planted in citrus. Immediately west <br />of the subject property is an unplatted residential area <br />containing several single family residences. <br />Future Land Use Pattern <br />The Comprehensive Plan. designates the subject property and all <br />surrounding property al -LD -1, Low -Density Residential 1 (up to 3 <br />units/acre). <br />Transportation System <br />The subject property has direct access on 21st Street S.W. <br />(Tripson Trail) which is designated as a collector -road on the <br />Thoroughfare Plan. <br />Environment <br />The subject property is not located within a flood prone area nor <br />is it designated environmentally sensitive on the Comprehensive <br />Plan., <br />Utilities <br />Public water and sewer are not available or programmed for the <br />subject property. <br />Analysis <br />In reviewing this request, staff has examined the existing use <br />pattern and the land use pattern set forth in the Comprehensive <br />Plan. This is a request to downzone property. The A-1, <br />Agricultural District is not inconsistent with the existing land <br />use pattern or designation.
