SOUTH COUNTY PARK MASTER PLAN AND FAIRGROUNDS MINI -CAR LICENSE <br />AGREEMENT <br />The Board reviewed the following memo dated 9/20/89: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: .1) South County Park Master Plan <br />2) Fairgrounds Mini -Car License Agreement <br />Ref. Memo: Summary of Sept. 14, 1989 Meeting Minutes of the <br />Parks and Recreation Committee <br />DATE: September 20, 1989 <br />DESCRIPTION AND CONDITIONS <br />During the September 14, 1989 meeting of the County Parks and <br />Recreation Committee, the Committee recommends to the Board of <br />County Commissioners that the recently completed Master Plan, of <br />the new South County Park (located at the Northeast corner of <br />Oslo Road and 20th Avenue) be adopted and that staff be <br />authorized to secure site plan approval, complete permitting, and <br />begin implementation of Phase I improvements to include one <br />regulation baseball field, parking, fitness trail, picnic <br />shelters, etc. A copy of the Master Plan is on display in the <br />County Commission Office. <br />In addition, the Committeerecommended that the Board approve a <br />license agreement to the local Remote -Control -Operated Automobile <br />Racing Club for operation of the Mini -Race Car Track at the <br />Fairgrounds site.. The Club, a non-profit corporation, should be <br />given a 3 -month period to get the track in operation, and that a <br />fee schedule for use of the facility be negotiated by staff and <br />brought to the Committee for approval. The Club will supply <br />sanitary facilities as needed, insurance, and maintenance. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that: <br />1) The South County Park Master Plan be approved and staff be <br />authorized to begin implementation. .Funding in the amount <br />of $400,000 has been included in the FY89-90 budget.
