PINT <br />DIRECTOR OF UTIL /'SERVICES <br />PETITION ASSESSMENT DISTRICT FOR A POTABLE <br />WATER MAIN SYSTEM IN SPRING PLACE, <br />OCEANAIRE HEIGHTS AND SUMNNERPLACE S/D <br />IRC PROJECT NO. UW -89 -09 -DS <br />PREPARED AND STAFFED BY: 0. FRED MERKEL <br />MANAGER OF OPTIONS AND ENGINEERING <br />DEPARTMENT OF UTILITY SERVICES <br />BACKGROUND <br />The Department of Utility Services has received numerous inquiries <br />concerning water availability north of State Road 510 since the <br />construction of a 12" water main on A -1-A by Windsor Polo Club. The <br />Department has received direction from the County's Environmental <br />t. Control Officer as to the necessity of providing public water due to <br />salinity problems with the shallow aquifer and well failures. The <br />proposed project would serve the above subdivisions with drinking <br />water and fire protection from our North Beach Water Plant. <br />ANALYSIS 7 •.• <br />• The *Department has received petitions from 137 lot owners in . the r - <br />subject subdivisions to date. Many homeowners share wells because •-41C-4 <br />of numerous well failures in the area. <br />et -!-4 <br />Due to risk to public health, the Department is proposing this <br />project to the Board of County Commissioners as an emergency project <br />for Summerplace Subdivision east of A -1-A. The rest of the project -- <br />will proceed as a normal assessment project. All parties shall • :'. <br />participate when.the assessments are completed. <br />s;;. , <br />JECOMMENDATION _ `-• <br />The Department of Utility Services recommends that the Board of <br />County Commissioners approve this project in its entirety and <br />execute the attached Work Authorization W-4 from the short-listed <br />• engineering firm. The entire project to proceed as an assessment <br />district; however, the section of Summerplace Subdivision, east` of <br />A1A is to be designed, permitted, and constructed as an emergency <br />project. Funding for this project will come from assessments. <br />Harry Asher, Assistant Utilities Director, explained that <br />the emergency is because of numerous well failures in the area. <br />Commissioner Scurlock suggested that the Board encourage <br />Mike Galanis to use the Office of Environmental Health to put <br />30 <br />
