Keati gr1CP <br />Y <br />Community DevelopDirector <br />FROM: Roland DeBlois, AICP� <br />Chief, Environmental Planning <br />REFERENCES: TM89-1099 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of August.8, 1989. <br />DESCRIPTION AND CONDITIONS: <br />On April 11, 1989, the Board of County Commissioners authorized <br />staff to proceed with a Historic Preservation Grant -in -Aid appli- <br />cation to the Department of State, Division of Historic Resources, <br />for funds to expand the recently completed historic survey to <br />include incorporated areas of the county. <br />An application was -submitted, and staff learned on July 12, 1989 <br />• that matching grant-in-aid assistance in the amount of $9,000.00 <br />has been awarded for the proposed project. The Bureau of Historic <br />Preservation is in the process of preparing a formal grant award <br />- agreement, and will be in touch with county staff in the near <br />_future regarding specific provisions. <br />Staff contacted the various municipalities in Spring of this year, <br />to determine if they were willing to share local costs for a <br />historic survey of the municipalities. Staff received verbal <br />response from representatives of the City of Vero Beach and <br />Sebastian, indicating their unwillingness to share costs. No <br />response was received from Fellsmere. <br />ALTERNATIVES AND ANALYSIS: <br />In that the municipalities have not agreed to participate in local <br />cost sharing of the project, the county's cost for the survey to <br />proceed is estimated to be $9,440.00. Regarding the previous <br />historic survey of the unincorporated county, the county's share <br />of the survey cost was primarily in the form of in-kind services. <br />However, as the survey was carried out, it was evident that the <br />county's share would not be completely satisfied by in-kind <br />services. <br />With reference to the proposed incorporated area survey, it is <br />anticipated that in-kind services would not accommodate the <br />county's share of costs. Consequently, the proposed survey would <br />result in a monetary cost to the county if carried out. <br />In that the survey has not been included in the county budget for <br />the upcoming fiscal year, and in-kind services are not expected to <br />satisfy the county's share of costs, it is staff's position that <br />the grand award should be respectfully declined. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to respectfully decline the grant-in-aid award for the <br />incorporated area historic building survey. <br />OCT 3 1989 <br />3 <br />BOOK 18 F''sE 58 <br />
