1) The North County Library <br />2) Our contribution to the Recreation Complex <br />3) A 6.3 million dollar wastewater program which will be going <br />out to bond probably the first of November. <br />Those are three very significant elements that he sees the <br />County participating in heavily. In addition, Commissioner <br />Scurlock believed we have made ourselves available at every <br />opportunity to try to improve and work with the North County. <br />Another thing is that we asked the Administration to move ahead <br />in establishing additional office space, beyond the Sheriff's <br />office which we have already funded, to have additional facili- <br />ties in the North County. Commissioner Scurlock emphasized that <br />he sees a lot of caring and improvement over the last 91 years <br />and felt possibly the City should get their act together. <br />Commissioner Bowman noted that she has found that every time <br />someone new comes on, there is a general misperception of what <br />impact fees are to be used for. We cannot use them just to patch <br />holes in the road, and while staff may understand that, she did <br />not believe the Councilmen understand it. <br />Commissioner Bird believed our Impact Fee Program in theory <br />and actuality is as fair and equitable as we can make it. It <br />does have some limitations, and they do need to understand what <br />those limitations are. They do have representation from that <br />area; they have input in the process; and they can help us set <br />priorities; and that is what they need to do. <br />Administrator Chandler advised that we have asked the City <br />staff what it is that they are looking for specifically beyond <br />what we are doing now, and we got no specific response. <br />Commissioner Scurlock asked if there is enough money in the <br />Impact Fee fund right now to do the improvements that are <br />scheduled, and Administrator Chandler noted that 512 alone is 8 <br />million dollars, and since we started the program, we have <br />.collected $1,123,000 within the corporate limits of Sebastian. <br />He believed that is in addition to the funds the County put in <br />32 <br />OCT1O <br />BOO <br />
