DeBlois,�A CP <br />Chief, Environmental Planning <br />DATE: October 9, 1989 <br />SUBJECT: MIKE KIEFER REQUEST THAT THE BCC ADOPT A <br />RESOLUTION CONCERNING STATE/COUNTY COORDI- <br />NATION IN MANATEE PROTECTION <br />It is requested that the data herein be given formal consideration <br />by the Board of County Commissioners at their regular meeting on <br />October 17, 1989. <br />DESCRIPTION/CONDITIONS: <br />The Florida Department of Natural Resources (FDNR) is to make <br />recommendations to the Governor and Cabinet on October 24, 1989 <br />for specific actions to protect the West Indian Manatee and to <br />improve waterway safety for the boating public. Indian River <br />County is_.one of twelve (12) counties that are the main focus of <br />manatee protection restrictions. <br />The FDNR has drafted recommendations that have been the subject of <br />regional public workshops held in August and September. The <br />topics covered include inland waters speed limits, interim boating <br />facility expansion regulations, increased enforcement and manatee <br />protection funds, and boating safety education. Two recommen- <br />dations presented in the workshops that would particularly affect <br />boating and boat facilities development in Indian River County <br />are: <br />- the creation of a manatee slow speed protection zone in the <br />Sebastian River; and <br />• <br />- the limitation of one powerboat slip per 100 linear feet of <br />developable shoreline for new or expanded boat facilities, <br />until the County implements an approved manatee protection <br />plan and boating facility siting policy. <br />Mr. Mike Kiefer, a county resident with boating interests and a <br />engineering background, has approached staff and proposed that the <br />Board of County Commissioners consider adopting a resolution that <br />would request the State Governor and Cabinet to direct the FDNR <br />not to proceed with proposed plans until FDNR coordinates closely <br />with local governments (Indian River County) before establishing <br />boating restrictions for boating safety and manatee protection. <br />26 <br />
