Doug Wright, Phase 111 Project Manager, advised that if the <br />Board awards the contract to the low bidder, Robert F. Wilson <br />Construction Company, they would like to change the detention <br />electronic subcontractor from Thorne Automation to Blevins <br />Electric who has just finished Phase 11 of the Jail. Our <br />documents require that the County Commission approve any change <br />to the subcontractors. <br />Commissioner Bird asked about having a project development <br />manager for all of these capital projects, and Administrator <br />Chandler felt that just the $12 -million worth of construction in <br />the next year warrants hiring a project manager, and advised that <br />he would be bringing back a recommendation on this in the next 2 <br />or 3 weeks. <br />Chairman Wheeler wanted such a position to be one where that <br />individual would be solely responsible to the County, but someone <br />who also would work with the architect and contractor on these <br />projects. <br />Commissioner Eggert was very concerned about proper <br />supervision right from the start because of the problems we <br />experienced with the North County Library. <br />Commissioner Bird was pleased to see the bids come in fairly <br />close to the estimate, but was shocked to see the estimated <br />operating costs that Director Baird worked up. Apparently, the <br />new 140 -bed Phase III of the Jail will mean hiring 49 correction <br />officers at between $2.3 million and $2.5 million a year. He <br />felt the public is going to be shocked also when these operating <br />expenses come into the tax bills after all we went through this <br />year at budget time. He asked if staff felt that the Jail has <br />been designed as effectively as possible with regard to operating <br />cost efficiency, and Director Wright stated that staff feels <br />satisfied. He noted that Frizzell Architects concur with staff's <br />recommendation for the award of this contract to Wilson <br />Construction for $5.1 million. <br />CT 1`t. 9 <br />35 <br />boa 78 f,i: <br />
