and something could happen there at any time. For instance, <br />several months ago a derringer was taken from a woman going into <br />Judge Vocelle's court on a divorce custody case. Mr. Willis <br />wished to know why we are planning for security in a new <br />building, but not in the current building. If we need it for <br />one, we need it for the other. <br />Commissioner Bird noted that hopefully in a new building we <br />will be able to provide a security system on a permanent basis <br />and do it right. He just questions spending this amount on an <br />interim measure and wished to know if there have been any <br />documented cases of assault or use of any of these weapons in any <br />of the courtrooms in this District over the last 314 years, and <br />the answer was that there have not. <br />Commissioner Scurlock again stressed that he is not asking <br />the judges to have any Tess protection than he does as a county <br />commissioner. He pointed out that we have had the Commission <br />Chambers filled with several hundred people divided against each <br />other and have had to issue rulings on heated debates, and we <br />even requested that a deputy no longer be sent over here because <br />we felt it was not a good use of taxpayers dollars. Certainty, <br />the judges are in a somewhat different situation, but he has seen <br />no evidence of a "worst case" situation, and the taxpayers cannot <br />afford to continue to react to every situation. Commissioner <br />Scurlock emphasized that he has taken a position this year that <br />he is not looking to go into Contingency except for something <br />that is a total emergency and an absolute need. <br />Mr. Willis made the point that the Judge's original Order <br />was done considerably before the end of the budget year. <br />Commissioner Scurlock did not see how judges can order the <br />Board of County Commissioners to tax the public, and he felt this <br />question should go through the court process, if necessary. <br />Circuit Judge Paul Kanarek came before the Board and <br />commented that he is somewhat offended that this has been put in <br />terms of protecting the judges; it actually is designed to <br />NOV 7 1989 <br />33 <br />BooK 78 f'.G[ 3O8 <br />
