Commissioner Bowman commented that it was her under- <br />standing when the State deeded us Hobart Park that it was to be <br />used for recreation or education only. <br />Chief Planner Boling explained that the reason this facility <br />is to be located here is that the treated effluent will be <br />disposed of on the golf course and that deals with recreation. <br />Attorney Vitunac confirmed that we are under constraints as <br />to what we do in the Park, but he wrote an opinion 2 years ago <br />that this would not be a violation of those restrictions. The <br />gist of it was that we needed effluent for the golf course, and <br />if we did not have this plant to make the effluent reuse water, <br />they would have to go to wells on the sand ridge. He wrote that <br />opinion to the Utilities Department and did not know if they sent <br />it to the DER. <br />Utilities Director Pinto informed the Board that he has a <br />meeting scheduled this morning with the Water Management <br />District, and one of the criteria for allowing us to put in a <br />well is that we have to guaranty within that permit that we will <br />use effluent for irrigation. Director Pinto also made the point <br />that Utilities transferred some $300,000 over to the construction <br />of the golf course to take care of effluent disposal. <br />Attorney Vitunac further advised that he recently was asked <br />for another opinion for having a water plant at this location but <br />he could not find the justification. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously (4-0) accepted <br />staff recommendation and approved the special exception <br />use requested by the Utilities Department for a regional <br />wastewater treatment plant to be located on the eastern <br />boundary of Hobart Park. <br />NOV `t 198° <br />51 <br />l i]TK 18 ft,LE326 <br />
