proceedings as authorized by Chapter 401, Part II, Florida Statutes. <br />These funds are deposited into the State EMS Trust Fund with forty <br />percent of the funds collected being used for the EMS Matching Grant <br />Program. <br />•-.On May 12, 1989, the Indian River County Department of Emergency <br />-.:Management Services prepared and submitted an application for a <br />,-..matching grant related to a project area of improving and expanding <br />the :emergency transport vehicle fleet. Informal information. <br />immediately prior to budget hearings suggested that the County <br />application appeared to have merit and matching funds were included <br />in the ALS budget to purchase the additional emergency transport <br />vehicle if HRS funded the project. <br />...Information provided indicates that 228 applications were submitted <br />to HRS for matching grant funds. Only 104 applications were <br />approved and Indian River County was notified on October 18, 1989, <br />that matching grant funds in the amount of 829,650 were approved for <br />'-''the purchase of an emergency transport vehicle. Witt( the additional 829,650 in matching grant funds, a <br />total of 899,650.00 will be utilized to purchase the two vehicles <br />and equip them with communications equipment for transport of EMS <br />patients. It is anticipated that this funding is adequate and the <br />required match will be accomplished. <br />ALTERNATIVES AND ANALYSIS <br />In FY 89_-90, matching grant funds were awarded to applicants whose <br />project most clearly improved and expanded the EMS system. The <br />applications received by HRS were reviewed for technical merit by a <br />14 member evaluation team. Selection of the successful <br />applications were based upon evaluation team recommendations, <br />numerical scores, objectives of the EMS State Plan, and availability <br />of funds. The projects funded by the matching grant program in this <br />fiscal year were in the areas of communications, continuing <br />professional education, public education, emergency transport <br />vehicle, medical/rescue equipment, system evaluation/quality <br />assurance, and research. <br />Staff feels that through continued efforts to seek out and apply for <br />funding from matching grant programs, assistance is provided to the <br />County in efforts to continue to require only a minimum of tax <br />generated revenue for EMS operations. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />EMS Matching Grant Agreement and authorize the Chairman to execute <br />the necessary documents to obtain funds in the amount of 829,650 <br />from the Department of Health b Rehabilitative Services. <br />NOV 7 1989 <br />L. <br />55 <br />78 <br />
