NOV <br />BOOK 10 PAGE 33 <br />Director Davis informed the Board that on Item #19 and 19B <br />(Luther) there is about an 1/2 acre parcel along 53rd Street <br />which was mistakenly left out of the memo. The value of that <br />parcel is about $18,000, and they are requesting that it be added <br />to the memo and the recommendation. <br />Chairman Wheeler inquired about valuing the 1/2 acre at <br />$18,000, and Director Davis explained that it is located on 53rd <br />Street right across from the property purchased by the Shopco <br />group for the mall, and it translates to $36,000 an acre which is <br />not out of line with the other appraisals. <br />MOTION WAS MADE by Commissioner Scurlock to approve <br />staff recommendation including the added 1/2 acre as <br />described and valued at $18,000. <br />Commissioner Bird noted that at the time we came up with the <br />alignment, he believed we worked with the Grand Harbor group and <br />they did their development around it. He did not know how <br />accurate the drawing is, but if we could have pushed that align- <br />ment a bit to the east, it looks as if we could have done it all <br />within the Grand Harbor development and thereby eliminated having <br />to buy R/W from some of these parcels. He wished to know if <br />there is any possibility of shifting that R/W to the east. <br />Commissioner Scurlock advised that we established a value <br />for the portion that goes through Grand Harbor and gave them that <br />value as a credit towards traffic impact fees, and Director Davis <br />further advised that we had a series of alignments evaluated, and <br />one of the objectives was to locate the roadway westerly to avoid <br />any environmentally sensitive lands. He also pointed out that if <br />you look at the map, the Indian River converges and the land mass <br />between U.S.I and the river decreases as you go north and the R/W <br />width for the Boulevard is 200'. <br />Asst. County Attorney Collins passed out copies of the <br />standard purchase agreement that Attorney Cooksey has worked with <br />62 <br />
