FW -CDS -312 <br />'PREPARED AND STAFFED BY: SCOTT C. DOSCHER ScPRIVATE PROJECTS ENGINEER <br />DEPARTMENT OF UTILITY SERVICES. <br />BACKGROUND <br />The Copeland's Landing Development Company is building a water <br />treatment plant and water distribution system, a wastewater <br />treatment plant, and a low pressure collection/transmission system <br />to service a 71 lot subdivision and a 28 unit planned residential <br />development. The lift station for the project is being oversized <br />and deeded to the County to be used as a master lift station for the <br />North County Regional System. <br />ANALYSIS • <br />The water treatment plant will be deeded to the County upon <br />completion. The real property comprising the plant site will be <br />leased to the County until such time that County water is made <br />available to the subdivision. At that time, the water distribution <br />;system will be connected to the County system, and the treatment <br />plant will be removed by the County. The lease on the real property <br />will:. cease at the time that the plant is removed. <br />..‘The wastewater treatment plant will be deeded to the County upon <br />completion. The real property comprising the plant site will be <br />• leased to the County until such time that County wastewater <br />'treatment is available to the project. At that time, the wastewater <br />-,transmission system will be connected to the County system, and the <br />::,wastewater treatment plant will be removed by the County. The lease <br />:f.on the real property will cease at the time that the plant is <br />removed. <br />Impact fees for each lot or unit shall be paid at the time of <br />lbuilding permit issuance. The Impact Fee amount of $6,840.00 will <br />be credited against Copeland's Landing impact fees in consideration <br />t''for the developer oversizing the master lift station wet well and <br />electrical components. <br />pECOMMENDATION <br />eThe Department of Utility Services recommends that the Board of <br />,:,County Commissioners approve the attached Developer's Agreement with <br />y_Copeland's Landing Development Company. <br />10\i 6989 <br />65 ` <br />POOK i 0 E i E .340 <br />
