NOV 21 ' 8Y <br />BOOK ill [,,,k4 <br />'1 j <br />purchase four (4) radar units at a total cost not to exceed <br />$13,234.00. These four radar units are to replace the existing radar <br />units that the Indian River County Board of County Commissioners <br />purchased in January 1983 which the warranty is due to expire. Once, <br />the radar units warranty expires, there is a minimum charge of $75.00 <br />to $150.00 (excluding parts, etc.) for any maintenance that needs to <br />,be done on the unit not to mention the potential of older units <br />breaking more frequently and being out of service. <br />The Board of County Commissioners will have to authorize a budget <br />amendment from the General Fund Contingencies in the amount of <br />$13,234.00. <br />Commissioner Scurlock had a little bit of a problem with the <br />timing of this request as he did not like to see budget <br />amendments so early in the fiscal year. Secondly, he was getting <br />tired of the State not funding the Florida Highway Patrol <br />properly, and he didn't like to see the Highway Patrol having to <br />come in here to beg the Commission to buy something as basic as <br />radar units. He didn't think it was right, and suggested that <br />the Board authorize the Chairman to write to the appropriate <br />authorities to request that adequate funding be given to the <br />Highway Patrol. However, he realized that these radar units do <br />produce revenues which benefit this county. and with that in <br />mind, he could vote to approve a budget amendment this early in <br />the fiscal year. <br />Commissioner Bowman asked if these radar units would be used <br />only on 1-95, and Chairman Wheeler explained that they are used <br />throughout the county on major thoroughfares, side streets, or <br />wherever they happen to be. They are happy to write a ticket <br />anywhere. <br />State Trooper Byron Sickman explained that this is the third <br />time he has been honored to come before this Commission with a <br />request for radar units. The initial cost is approximately <br />$3,000 per unit plus $723 for a 5 -year warranty on the 4 units <br />for a total outlay of is $13,234. Communications of Vero Beach <br />has donated approximately $300 a year to certify these units <br />every 6 months as required by law. <br />10 <br />
