There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />Commissioner Scurlock admitted that when this first came up <br />3 or 4 weeks ago, he was pretty much convinced that we should not <br />allow this tower, but since that time he has looked at this from <br />two different aspects. As a pilot, he does not see the danger <br />there, and as a resident who happens to live behind the church, <br />he felt it basically comes down to aesthetics. Originally, he <br />believed the tower was going to took like the one they did in <br />Lake of the Woods where we made them take it down. He felt that <br />was an eyesore and should not be allowed. He still had a <br />concern about looking to the future and trying to make sure that <br />we limit the number of these types of facilities for various <br />purposes throughout the county, and put them in the best place. <br />Further, he has Reverend Tipton's word that they will continue to <br />look in the future at the reasonableness of relocating, if, in <br />fact, there is a location available. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, that the Board accept staff's <br />recommendation for special exception approval of the <br />tower under Condition #1 as amended. <br />Under discussion, Commissioner Bird felt it all boils down <br />to property rights, and he believed that all of us have a right <br />to use our property to its best use, according to the laws and <br />ordinances of the areas we live in. The only question seems to <br />be the adverse effect it might have on surrounding properties and <br />aesthetics. As far as he was concerned, he did not feel there <br />would be a negative effect on surrounding properties to the point <br />that it should be denied. <br />Commissioner Bowman wanted to add to the Motion that we <br />specify under the special exception criteria that there will be <br />NOV 21 198 <br />31 <br />EtooK 78 E { 31 <br />
