PINT <br />DIRECTOR OF UTIL <br />SERVICES <br />INDIAN RIVER COUNTY WASTEWATER SERVICE TO <br />BE SUPPLIED UNDER FRANCHISE AGREEMENT WITH <br />BAYSIDE UTILITIES WASTEWATER SYSTEM <br />FRANCHISE AND TERMINATION OF FRANCHISE <br />AGREEMENT <br />AND STAFFED BY: HARRY E. ASHER <br />ASSISTANT DIRECT OF UTILITY SERVICES <br />BACKGROUND <br />Bayside Utilities wastewater system currently serves approximately <br />95 ERU's with wastewater service within the Baytree Development <br />authorized under Resolution No. 83-108, dated November 2, 1983. <br />With the Indian River County acquisition of the Sea Oaks Utilities <br />wastewater facilities and its designation as the subregional <br />wastewater plant to serve the North Beach area, the Department of <br />Utility Services wishes to connect Bayside Utilities to the Indian <br />River County subregional system •as set forth in the franchise <br />,agreement. Water service is provided by Indian River County through <br />%its North Beach Water Plant. <br />ANALYSIS;Y <br />The connection of Bayside would require approximately 360 feet of <br />6inch PVC force main, along with the related restoration and <br />connection fittings, at an estimated cost of $10,342.00. <br />Current Baytree customers would be billed under the uniform Indian <br />River County wastewater rates. <br />RECOMMENDATION <br />The Department of Utility Services requests approval to construct <br />the necessary facilities to connect Bayside Utilities system into <br />the Indian River County North Beach wastewater system and to <br />terminate the franchise agreement at the time of connection, based <br />upon the outcome of the public hearing. <br />Funds for this project would be paid for from Account No. <br />472-000-169-041.00. <br />Director Pinto advised that Bayside Utilities is located on <br />North A -1-A directly next to Sea Oaks Utilities wastewater plant <br />that the County just recently purchased. Under the terms of this <br />franchise, upon notification to the owner of the utility that <br />sewer services are available, the utility has agreed to abandon <br />its franchise and turn the entire system over to the county for <br />connection to the County subregional facility.
