COUNTY ADMINISTRATION TELEPHONE SYSTEM <br />General Services Director Dean made the staff presentation, <br />as follows: <br />DATE: NOVEMBER 21, 1989 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: COUNTY ADMINISTRATION TELEPHONE SYSTEM <br />BACKGROUND: <br />:We have reached a point in our telephone system whereby there is not <br />,any room for expansion. The DIMINSION System is at capacity. There <br />,;;are at least six requests for extensions that cannot be filled. <br />a`•.It is our intention to accomplish two things at this time. First, we <br />"'need to accommodate the need of additional telephone extensions to <br />the equipment. Second, we need to eliminate the "bottle -neck" at our <br />°switchboard with incoming calls. The reason for the delay in <br />answering these calls is due to the amount of telephone traffic. <br />Presently, there are in excess of 2,000 incoming calls per day that <br />are answered by our switchboard operators. This is approximately <br />twice the amount that can be handled efficiently by one attendant. <br />re:There are two ways to •accomplish the need for expansion to our <br />'telephone system. <br />_ <br />1. Purchase -a new°:system - -withcapacity to ccomiodat__ <br />present and future needs. Based on the <br />present number o -f. <br />extensions in service and considering anticipated expansion <br />over the next eight years, the cost for such a system would <br />=exceed $400,000. <br />2. Participate in Southern Bell's ESSX Program. This is a <br />program whereby Southern Bell has the equipment in their <br />facilities and offer all the amenities that would be <br />incorporated in a new system purchased by the County. We <br />pay a monthly fee for the service along with installation <br />cost for each extension. There is also, a one time charge <br />of $1,000 for Service Establishment. They maintain their <br />equipment and up -grade the system when expansion is desired <br />at no additional cost to the user. One of the most desired <br />advantages to this program is that we can eliminate the <br />costly extension lines (OPX) that are to out -lying areas <br />which are now being leased, without loss of the features as <br />in our present system. Expansion is unlimited, which will <br />accommodate the new buildings we are in the process of <br />constructing and allow for our continuous growth. <br />There are two solutions to eliminating the "bottle -neck" at the <br />switchboard: <br />1.
