BOOK • /8 AAE.55 7 <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously declared the <br />need for bridge repairs as discussed above an emergency <br />and gave retro -active approval to the contract with <br />Knight & Mathis for bridge repairs as requested by the <br />Administrator. <br />Commissioner Bowman questioned whether the inspection done <br />two years ago by the DOT was adequate and whether we need to do <br />this inspection ourselves more frequently. <br />Administrator Chandler agreed that we have concerns about <br />what happened in that 2 year time frame and also about the <br />methodology by which we are notified after an inspection is made. <br />He concurred that we should look into this further. <br />.xiiiy%if .iYfaf%iis, Inc. <br />PUMP DIVISION <br />926 Old Dixie Hwy., Vero Beach, FL 32960 <br />(407) 562-2652 /1-800-533-5002 <br />December 1, 1989 <br />Indian River County <br />Mr. Jim Davis <br />County Engineer <br />Re: Bridge Column Repairs, Job # 8940 <br />Dear Jim: <br />Pursuant to our conversation and subsequent preliminary in- <br />spection.of a typical decayed bridge column, I offer the <br />following proposal and recommendations. The basis of my <br />recommendations is based on our preliminary inspection where <br />the columns were determined to be 10" beams @ 42 lbs./ft. and <br />are in excellent condition except for the severe corrosion <br />which'is limited primarily to an area where the water eleva- <br />tion has fluctuated. After reviewing the ASIC standards of <br />Steel Construction Manual Sixth Edition, I recommend bolting <br />a steel outer brace which would completely encompass the <br />present corroded portion of the columns. The brace would be <br />installed with a cross section of approximately twice that of <br />the original thus enhancing it's longevity, as well as the <br />vertical and horizontal load bearing capacities of the col- <br />umns. This method of repair would minimize the interruption <br />of normal.traffic flow. <br />Each brace unit would be fabricated by Knight & Mathis, Inc. <br />at our plant and could then be field installed possibly by <br />the County's personnel thus keeping cost to a minimum. The <br />brace in particular would consist of a four part assembly <br />52 <br />
