The Board reviewed the following memo dated 12/5/89: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Ordinance Establishing the Roseland Road <br />Street Lighting District <br />DATE: December 5, 1989 <br />DESCRIPTION AND CONDITIONS <br />On July 25, 1989, the Board authorized staff to proceed with <br />design, cost estimates, and an implementing ordinance to <br />establish the Roseland Road Street Light District. The <br />design of 19 street lights is complete along Roseland Road <br />from Indian River Drive to 126th Street. The estimated cost <br />for the first year is $3,360 for the entire district, plus <br />administrative costs. The benefit district includes <br />approximately 335 acres and 638 parcel/acres to be assessed. <br />The estimated cost per parcel acre is $5.27/year. <br />RECOMMENDATIONS AND FUNDING <br />Subject to comments received by the public at the Public <br />Hearing, staff recommends approval of the Roseland Road <br />Street Lighting District. <br />Public Works Director James Davis advised that the assessment <br />is $5.27 per parcel/acre and pointed out the area to be served. <br />Commissioner Scurlock understood that the initial assessment <br />would decline because generally the first year is the biggest year <br />due to the capital improvements that are required, and then after <br />that, it is maintenance and utilities. <br />Director Davis explained that the high costs the first year <br />are for administrative costs and setting up the district. The <br />capital improvement expenditures are for equipment, but that cost <br />is pro -rated over 10 years. After receiving the petition from <br />the property owners in the Roseland community, we determined the <br />benefited area and worked with the power company to develop the <br />cost estimate for the 19 lights along Roseland Road. Director <br />Davis noted that while this district is being established for <br />municipal street lighting, it could be expanded to serve other <br />future improvements in the Roseland community. <br />19 BOOK <br />DEC 121989 <br />78 <br />fAWE <br />
