This matter is before the Board today for a public hearing <br />to adopt the authorizing ordinance. The adoption of this <br />ordinance does not implement the bike path construction <br />project. That would be an a matter for an additional public <br />hearing before the Board under the special assessment <br />procedures of County -ordinance. <br />The ordinance is ready for adoption. <br />Commissioner Bird noted that this is just an interim step <br />that is needed to get ourselves in a position to be able to take <br />action on this in the next budget year. He believed there are <br />some ladies in the audience who are very interested in moving <br />forward in the creation of a recreation path from the south City <br />limits down to the southern edge of The Moorings, and they are <br />working very hard to get support from residents in the area. We <br />need to amend the current ordinance in order to be able to act <br />favorably on this on a per parcel basis if they are successful in <br />their petition. <br />Commissioner Scurlock noted that, in other words, this is <br />not a final action to set an assessment, and this was confirmed. <br />Commissioner Bird further clarified that there is a critical <br />timing factor, and Attorney Vitunac agreed that the Property <br />Appraiser wants these MSTUs in place by January 1st. <br />Commissioner Scurlock stated if all this does is add some <br />flexibility and it is not a final decision, he will support it. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon closed the public hearing. <br />Commissioner Bird wished to know if it is possible that any <br />federal funds might be available for this proposed project on a <br />safety type aspect. <br />Director Davis advised that the DOT just included the A -1-A <br />widening project from Beachland Boulevard to the South City <br />limits in their 5 year plan, and while that possibly could <br />receive some funding, he doubted it would extend beyond those <br />limits. <br />DEC 10 1989 <br />45 <br />E�oo� <br />Ea 6S6 <br />
