Thursday, December 21, 1989 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Thursday, <br />December 21, 1989, at 9:00 o'clock A.M. Present were Gary C. <br />Wheeler, Chairman; Carolyn K. Eggert, Vice Chairman; and Don C. <br />Scurlock, Jr. Richard N. Bird was delayed and entered the <br />meeting at 9:15 A.M., and Margaret C. Bowman was absent. Also <br />present were James E. Chandler, County Administrator; Charles P. <br />Vitunac, Attorney to the Board of County Commissioners; and <br />Virginia Hargreaves, Deputy Clerk. <br />The Chairman called the meeting to order and announced that <br />it was called for the purpose of reviewing the status of the <br />proposed sludge/septage facilities. <br />PRESENTATION REGARDING PROPOSED SLUDGE/SEPTAGE FACILITIES <br />Administrator Chandler informed the Board that he just <br />wanted to give the Commission an overview of where we are at with <br />the sludge and septage facilities because we are under a critical <br />time element. <br />Utilities Director Pinto came before the Board to review the <br />history of the sludge and septage situation during his tenure <br />with the County. He noted that in his first inspection of the <br />Landfill, he found the method of getting rid of septage and <br />sludge in the county was nothing more than an open pit at the <br />Landfill. Because of his prior experience in this area, he <br />foresaw a serious problem ahead of us with this type of treat- <br />ment. He came to the Board about this when the DER was starting <br />to take a strong position and closed down several similar <br />operating facilities south of here.
