ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />staff's recommendation as set out in the above memo. <br />Utilities Director Terry Pinto advised that they would be <br />bringing it back for contract approval after establishing the <br />scope of services and negotiating a price. <br />RECYCLING AND EDUCATION GRANT 1989 - AND - WASTE TIRE GRANT 1989 <br />The Board reviewed the following memo dated 12/19/89: <br />DATE: DECEMBER 19, 1989 <br />TO: JAMES E. BROOKS, MANAGER <br />SOLID WASTE DISPOSAL DISTRICT <br />SUBJECT: RECYCLING AND%pEDUCATION GRANT 1989 <br />WASTE TIRE GRANT 1989 <br />BACKGROUND <br />Under the mandate of the 1988 Solid Waste Management Act, the <br />Indian River County Solid Waste Disposal District was required <br />to develop a Solid Waste Recycling Program by July 1, 1989 and <br />submit a recycling report to the Department of Environmental <br />Regulation by October 1, 1989. <br />District staff developed an initial recycling program and <br />applied for grant funds to implement that program. The program <br />and requested grants in a total amount of $178,565 was approved <br />by the DER thereby meeting the deadline -of July 1, 1989 for <br />developing a Recycling Program. <br />The District hired the services of Camp Dresser & McKee to <br />prepare a report and recommend an overall long term recycling <br />program. CDM's report and recommended long term Recycling <br />Program was approved by the District Board and the report was <br />forwarded to the DER in compliance with the October 1, 1989 <br />deadline. <br />District staff submitted a second application to the DER for <br />grant funds for the 1989-90 budget year. A Recycling and <br />Education grant in the amount of $185,939 and a Waste Tire grant <br />in the amount of $27,954 has recently been awarded to the <br />County. The total grant amount is $213,893.00. This most <br />recent grant combined with the grants from 1988-89 ($178,565) <br />provided a total of $392,458 in grant funds for implementation <br />of the Districts' Recycling Program. <br />��� a` 57 �-,, <br />� c [3L1G14 E ft1i�E K%'; <br />
