There is <br />a problem with dampness and the inefficiency of the high ceilings <br />and poor floor planning, not to mention the lack of proper <br />insulation for air-conditioning. <br />Mr. Halback advised that the basement area has water <br />penetration and the dampness is causing a deterioration of <br />records. <br />Mark Hargrove from Transportation Consulting Group of Winter <br />Park explained that most projects center around parking space <br />requirements, and in order to determine the number of spaces <br />required, they analyzed two scenarios. Based on those two <br />independent calculations, they determined that the parking <br />required for the new courthouse would be 442 spaces, which is <br />3.315 spaces per 1,000 square feet. <br />Mr. Hargrove next addressed the increase in trips generated <br />by the construction of a new courthouse, separating the net daily <br />trip generations from the net peak hour trip generations. Their <br />intersection analysis determined that the three signalized <br />intersections in the vicinity of the courthouse are operating at <br />an acceptable level of service, and also determined that the <br />majority of the 15 unsignalized intersections are operating at <br />acceptable levels of service. Notable delay was calculated for <br />'two minor street approaches along 20th Street. The total <br />approach volumes for these minor streets are minimal and, <br />therefore, are not significant enough to warrant monitoring for <br />signalization or the addition of any turning lanes. <br />Design Process <br />Keith Reeves of Architects Design Group, Inc. of Winter Park <br />explained that 11 concepts had been considered before arriving at <br />the final three concepts, and each concept was looked at with <br />respect to the parking requirements now and in the future. <br />5 <br />L::_1 <br />
