Monday, January 15, 1990 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Monday, <br />January 15, 1990, at 9:00 o'clock A.M. Present were Carolyn K. <br />Eggert, Chairman; Richard N. Bird, Vice Chairman; Margaret C. <br />Bowman; Don C. Scurlock, Jr.; and Gary C. Wheeler. Also present <br />were James E. Chandler, County Administrator; Charles P. Vitunac, <br />Attorney to the Board of County Commissioners; and Virginia <br />Hargreaves, Deputy Clerk. <br />The Chairman called the meeting to order and referred to the <br />following memo from Community Development Director Keating: <br />TO: James Chandler <br />County Administrator �/ <br />FROM: Robert M. Keating, AICP A WK <br />Community Development Department <br />DATE: January 9, 1990 <br />SUBJECT: COMPREHENSIVE PLAN REVISIONS <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />special meeting of January 15, 1990. <br />DESCRIPTION & CONDITIONS: <br />As indicated in an earlier memo to the Board, the county has <br />received its ORC (Objections, Recommendations, and Comments) <br />report from the Department of Community Affairs (DCA). The ORC <br />report is the state's assessment of the county's plan in terms of <br />compliance with state rules and consistency with state objec- <br />tives. It is the ORC report objections and how they are ad- <br />dressed by the county that will determine whether the comprehen- <br />sive plan will be approved (found in compliance). <br />According to state law, the county has 60 days from receipt of <br />the ORC report to adopt its comprehensive plan. In adopting the <br />plan the county must address DCA's objections. If those objec- <br />tions are not adequately addressed, the comprehensive plan will <br />be found "not in compliance"' by DCA.
