She believed one of the things the DCA is looking for is <br />for us to find a way to acquire these lots. Perhaps they could <br />be sold off. <br />Commissioner Scurlock noted that you can go out and identify <br />a piece of property for a purpose - you can float tax exempt <br />bonds; have loans for borrowers who normally would not be able to <br />qualify; set up scales of income levels; prepay impact fees and <br />provide a deferred payment structure; make use of your Section 8 <br />Rental Assistance Program. There are many ways to do'it, but it <br />is complex and will require working together and having the <br />private sector willing to subscribe. <br />In the ensuing discussion, the Board continued to stress the <br />need to work with private industry. Chairman Eggert pointed out <br />that we need several levels of affordable housing - not just low, <br />low, but moderate, etc. <br />Commissioner Scurlock felt there is a need to blend housing <br />because he believed it has never worked to identify just one area <br />and put all the low cost housing there, and he felt we could <br />develop a program that has a blend. <br />Chairman Eggert agreed that there are a number of different <br />housing needs in this community - not only for the poor, but for <br />the elderly, for those with only moderate incomes, etc. <br />Director Keating tried to pin down the feedback he is <br />getting from the Board, and Commissioner Scurlock felt that it is <br />for the county to take an aggressive roll as discussed and form a <br />committee or some formal structure to see if what we are <br />proposing is actually doable. <br />The possibility of working in the Oslo area was brought up, <br />and Director Keating confirmed that is one of the target areas. <br />He believed.that staff can take the Board's comments and put them <br />into some specific action -oriented words. <br />19 1p,00Ki F.'.�% <br />JAN 15 1990 <br />
