RDbK78 rt,Ou <br />there was not an LOS applied to existing development; in other <br />words, we did not have a lot of good standards for retro -fitting. <br />Commissioner Scurlock felt possibly we should create storm <br />water management as a utility, and Director Keating agreed that <br />we need to show some real action in regard to exactly what is <br />going to be done when and what improvement we will be looking at. <br />Commissioner Scurlock did not feel much can be done about <br />this until we get a better situation in terms of control with the <br />water management districts and drainage districts. <br />Commissioner Bowman pointed out that if you are talking <br />about a surface water utility, which she agreed is the ultimate <br />solution, you are going to have to deal with FDOT and all their <br />outfalls. <br />Commissioner Scurlock believed that Attorney Vitunac is <br />going to Tallahassee in regard to abolishment of these special <br />districts. <br />Attorney Vitunac clarified that he is going to attend a <br />seminar about the Uniform Special District Act. He believed what <br />the Board is talking about are the water control districts set up <br />by Special Act. They predate most other special districts in <br />Florida, and you really would have to put on a political campaign <br />in order to abolish them and take over their function. He <br />advised that counties have the power to do exactly the same <br />things the water control districts are doing, and the reason they <br />came into being is just that counties weren't around when people <br />needed the function provided by the water control districts. It <br />probably would take another Special Act to abolish them. <br />Chairman Eggert believed that we can certainly express our <br />concern, beginning with the Legislative Delegations, that the <br />water districts do not seem to have to make plans to correlate <br />with the comprehensive plans. They are creating a lot of our <br />problems, and we would urge the Legislative Delegations to <br />encourage more participation between the counties and the water <br />districts. <br />24 <br />M <br />I_ J <br />
