Pinto <br />Director of Utility Services <br />Indian River County <br />1840 25th Street <br />Vero Beach, FL 32960 <br />RE: Priced Proposal for Hydrogeologic Services for Design, <br />Permitting, Bidding and Services During Construction <br />for Reverse Osmosis Wells at the North Beach <br />Water Treatment Facility <br />Dear Mr. Pinto: <br />We are pleased to transmit herewith a priced proposal for hydrogeologic <br />services related to the design and construction of two reverse osmosis raw <br />water supply wells at the North Beach Water Treatment Facility in Indian River <br />County. <br />The following attachments are provided herein as a part of the proposal: <br />Attachment A: Scope of Work <br />Attachments B.,C,p: Engineering Budgets <br />Attachment E: Work Authorization Form <br />We have requested our hydrogeologists to submit a proposal which includes a <br />bare minimum of hydrogeologist inspection time. It is our opinion that we <br />would have to do the following as a minimum and allow the County to assume the <br />responsibility for the balance of the on-site inspection: <br />1. ' Witness the drilling of the pilot hole and geologic logging operation for <br />the two wells in order to establish the proper depth of the well, <br />2. Witness the step drawdown test after the completion of the two wells and <br />provide analyses of the data to accept the wells. <br />The balance of general services and resident inspection would be the <br />responsibility of the County. This means that your staff will be required to <br />\ do the following: , <br />1. Witness the drilling of the two production wells, <br />2. Witness the setting of the casing, <br />3. Witness the grouting of the casing, <br />4. Prepare the well completion report with the exception of the geologic <br />completion diagram and analyses of the step drawdown test which CDM will <br />provide, <br />5. Handle all pay requests and final project close out, <br />6. Conduct general services during well construction, including shop drawing <br />approvals and preparation of the well completion report. <br />Considering the above scope of work carried out by the County staff, the <br />engineering budget upper limit of $25,000 has been estimated. CDM proposes to <br />conduct this contract on a salary cost basis with an upper limit of $25,000. <br />Please keep in mind that this will result in two wells only. The pumps, well <br />head piping, valves, electrical controls, transmission pipeline, etc. must be <br />included in the RO plant expansion contract. <br />We appreciate this opportunity to serve you again. and look forward to the <br />implementation of this project.
