Loeper fiviG <br />Staff Planner <br />DATE: <br />January 22, 1990 <br />SUBJECT: EVANS REQUEST TO REZONE 20 ACRES FROM RS -3 TO A-1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 6, 1990. <br />DESCRIPTION AND CONDITIONS: <br />This is a request by Ralph Evans to rezone property from RS -3, <br />Single -Family Residential District (up to 3 units/acres) to A-1, <br />Agricultural District. The subject prooperty is located on the <br />north side of 77th Street (Hobart Road), approximately 1300 feet <br />east of 66th Avenue (Lateral "A") and is owned by Lillian Helsel. <br />Treasure Coast Radio, Inc., intends to build a radio transmission <br />tower on the site. <br />On December 14, 1989, the Planning and Zoning Commission voted 5 <br />to 0 to recommend to the Board of County Commissioners approval of <br />this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any _significant—adverGP ?mpacts—on-environ-__—______.._. __ <br />mental quality. <br />Existing Land Use Pattern <br />subject property, currently zoned RS -3, is part of a 60 acre <br />tract. The property has been cleared for grazing or pasture and <br />contains a residence located near the front of the property. In <br />addition to the residence, the property is used for the raising of <br />ponies. Surrounding property is also zoned RS -3, except for a <br />parcel on the west which is zoned. -A-1. Land uses are primarily <br />agricultural, consisting of citrus groves, pasture and horse <br />farming. Non-agricultural uses are limited to uncleared native <br />land on the south side of 77th Street. Undeveloped portions of <br />Hobart Park are located approximately 1300 feet east of the <br />subject parcel. <br />FELB 61990 2`` Boor. ��: <br />
