Mccev"A <br />Staff Plann , Current Development <br />DATE: December 29, 1989 <br />SUBJECT: TREASURE COAST MEDIA INC.'S (WCXL) REQUEST FOR SPECIAL <br />EXCEPTION APPROVAL FOR A 500' FM RADIO TRANSMISSION <br />TOWER <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 6, 1990. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />Ralph Evans, on behalf of Treasure Coast Media, Inc. (WCXL) , has <br />submitted an application for major site plan and special exception <br />approval for a 500' radio transmission tower to be located at 6390 <br />77th Street. An application to rezone the subject property from <br />RS -3 to A-1 is pending. [Note: the Planning and Zoning Commis- <br />sion has recommended to rezone the property to A-1. The Board is <br />scheduled -to consider the rezoning prior to consideration of this <br />Special Exception request.] This application is predicated upon <br />rezoning the property to A-1. <br />The 500' tower would allow WCXL to modernize and expand its FM <br />broadcasting facilities and capabilities. The applicant has <br />already secured the required FAA, FCC, and FDOT approvals. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, safety, <br />comfort, good order, appearance, convenience, morals and general <br />welfare and as such would be compatible with permitted uses within <br />the particular zoning district. In granting any special excep- <br />, the Board may prescribe <br />-tion y p appropriate special conditions and <br />.x.,.��,,... <br />-_safeguards to assure the use is compatible with surrounding uses <br />:in the district. <br />The Planning and Zoning Commission unanimously recommended ap- <br />proval of this project at its January 11, 1990 meeting(See Attach- <br />ment #4). <br />ANALYSIS: <br />1.
