The Committee voted to allow for an approximately 200 <br />yard "shoal clearance" area in the Sebastian River, to <br />allow boats to go faster than slow speed to clear an <br />existing shoal. The shoal area is to be clearly marked. <br />5.. The Committee voted to request that the Marine Adviso- <br />ry/Narrows Watershed Action Committee (MANWAC) look into <br />the issue of speed restrictions in the Jungle Trail <br />Narrows area for boating safety and shoreline erosion <br />considerations. <br />The Marine Advisory/Narrows Watershed Action Committee met on <br />January 19, 1990 and considered the Ad Hoc Committee's request to <br />form a recommendation concerning speed restrictions in the Lagoon <br />narrows adjacent to the Jungle Trial. After considerable dis- <br />cussion, the MANWA Committee voted to forward the following <br />recommendation: <br />A speed limit of 25 m.p.h., moderate wake, is recommended for <br />the ICW from Wabasso Bridge south to marker 120. "Moderate <br />wake" is defined as waves no greater than seven and one <br />half(71) inches in vertical distance from ambient water <br />level. <br />The MANWA Committee also ,discussed the issue of whether there <br />should be speed restrictions (i.e.-idle speed) in the ICW under <br />bridges, extending 100 feet to either side; the matter, however, <br />was not formally considered for vote. <br />In the interest of inter-county/agency coordination, prepresenta- <br />tives of the Indian River County Manatee Protection and Boating <br />Safety Committee attended a meeting of Brevard County's similarly <br />form Ad Hoc Committee, which includes representatives of the <br />Sebastian Inlet Tax District. The Sebastian Inlet Tax District's <br />manatee protection speed zone review committee has also made <br />recommendations pertaining to the St. Sebastian River and Indian <br />River Lagoon, extending south to Wabasso Bridge. Although the <br />District's committee is generally consistent with the Indian River <br />County Committee's recommendations, the District's proposal calls <br />for a larger area of speed zone exemption (see attached). <br />A joint public workshop has been scheduled for January 30, 1990. <br />Representatives from the State Department of Natural Resources, <br />Brevard County, Indian River County, and the Sebastian Inlet Tax <br />District are to present their recommendations for discussion. <br />Staff' will give a verbal summary of the workshop's outcome at the <br />February 6th Board meeting. <br />REC(AMNDATIONS : <br />Staff recommends that the Board of County Commissioners adopt a <br />resolution approving the Ad Hoc Manatee Protection and Boating <br />Safety Committee's recommendations and finalized interim manatee <br />protection speed zone plan, ----to be forwarde—lc tc the FDNR- by -'Febru- <br />ary 15, 1990. It is also recommended that the MANWA Committee's <br />recommendation of 25 m.p.h., moderate wake, in the ICW from <br />Wabasso Bridge south to marker 120 be included in the interim <br />. plan. <br />35 <br />
